This Sr. Consultant Product Compliance and State Filing position provides legal and regulatory interpretation, consistent with the direction of Legal and/or Regulatory Compliance, drafting and state filing of life insurance forms, with primary focus on Individual Life Insurance products and back up support for Executive Benefits COLI/BOLI products. Provide in-depth product compliance, technical advice and direction for changes in state/Federal, NAIC or Interstate Compact regulations impacting individual life insurance forms.
Monitors, analyzes and provides compliant solutions to legal and regulatory affecting contractual language and disclosure content as communicated by Legal and Regulatory Compliance.
Collaborates with internal/external legal counsel and industry experts on interpretation of new regulations and law changes and their impact to life insurance/annuity forms.
Serves as the subject matter expert in drafting and securing internal & state approval of new and revised life insurance policy, riders, amendments, endorsements, applications and disclosures in response to product development activities & legal/regulatory changes, including the Interstate Compact.
Researches and provides direction for the implementation of revised life insurance forms resulting from regulatory changes.
Directs and supports the delivery of life insurance form information as requested by internal customers, market conduct exams, complaints, etc.
Reviews and interprets annuity product specifications in order to draft contract forms that meet product requirements
Serves as a subject matter expert in product design and filing requirements discussions with Product, Pricing, Legal and Regulatory Compliance departments.
Directs and specifies project activity to support regulatory changes and product calendar deliverables.
Drafts and secures internal approval of contract forms, then submits for necessary regulatory state &/or Compact approvals
Negotiates with Senior Management, Legal, Regulatory Compliance, Actuarial and state regulatory personnel to resolve any issues relevant to securing state approval of forms and rates, or to revise products or procedures for compliance with related regulations.
Implements and controls approval and availability of related contract production print.
4 Year/Bachelor’s Degree or equivalent work experience (4 years of experience in lieu of Bachelor’s)
5-7+ years’ experience in compliance, filing, regulatory, or legal that directly aligns with the specific responsibilities for this role
Strong working knowledge of laws and regulations related to annuity products, including Interstate Compact regulations.
Strong working knowledge of strategic focus in the annuity markets to ensure compliance within a constantly changing regulatory environment.
Read and interpret product specifications and requirements and draft contracts and documents produced with the contract to reflect contractual requirements in compliance with company standards and legal requirements in compliance with state laws.
Be capable of reasoning and negotiating with external regulatory authorities and internal Product/Actuarial/Legal contacts to determine an acceptable solution and overcome obstacles that will enable company to obtain approval of product to commence marketing/sales. Systems are: SERFF, NILS, ACLI.
Understands concepts related to actuarial pricing for annuity products. #LI-AY1
